Open Enrollment

Open enrollment is your opportunity to elect benefits coverage for 2023. Your Open Enrollment elections will be effective January 1, 2023 through December 31, 2023.

Outside of this open enrollment period, you will not have the chance to add, change or remove benefits unless you experience a qualifying life event*.

2023 Benefits Open Enrollment Guide

What you must do during Open Enrollment

You must take action during Open Enrollment to review your medical plan options and make your choices for 2023. If you do not make an active medical election, you will not have coverage in 2023. This means that your current medical benefit will not roll over into 2023 if you do not make an active election. If you want medical coverage in 2023, you MUST elect this benefit during Open Enrollment.

The Health Savings Account (HSA) and the Health Care and Dependent Care Flexible Spending Accounts (FSAs), require enrollment every year. If you currently contribute to an HSA or FSA, those contribution elections cannot be carried over – you must actively re-enroll to continue contributing in 2023.

What you can only do during Open Enrollment*

  • Enroll, change or cancel your benefits coverage(s)
  • Add or remove dependents from your current plans

What you can do any time during the year

  • Enroll, change or stop your HSA contributions
  • Enroll, change or stop your commuter benefits (pre-tax parking and transit) contributions
  • Enroll, change or stop your 401(k) Plan contributions

*If you have a qualified life event, such as marriage, birth, divorce or loss of spouse’s employment, you may be able to make changes to your benefits coverage(s) outside of Open Enrollment. Contact the Inovalon Employee Benefits Line at 1-888-896-8031 for additional information.

  • New Approach to Navigating Health Care: We’re introducing two new health care companies to help you better navigate your health care:
    • The first is Quantum Health. Quantum Health will be the one place to go with questions about your health care and to help you find the care you need. You’ll be able to access Quantum Health Care Coordinators who can help explain complex clinical care management procedures, connect you to the proper care, pre-certify care when required, understand your bills and more! Quantum Health will be available beginning December 1, 2022, to assist with transitions for the new plan year. You can call Quantum at 1-866-885-1125 whenever you have a question or concern related to your medical or prescription drug benefits.
    • Next is Allegiance (a subsidiary of Cigna). While you’ll continue to have access to the same two medical plan options through the Cigna Open Access Plus (OAP) network, beginning January 1, 2023, Allegiance will be the new administrator who processes medical claims and manages the Cigna OAP network.
  • New Health Savings Account (HSA) Administrator: Allegiance: In an effort to consolidate carriers, we’re moving the HSA administration from HSA Bank to Allegiance. If you currently have an HSA balance with HSA Bank, it will be automatically transferred to Allegiance. We will share additional information later this year.

Cigna HSA Bank to Allegiance HSA Transfer FAQs

  • Prescription Drug Formulary Change: Cigna is making a minor change to the drug formulary, which is the list of drugs covered by the plan. If the formulary change impacts your medication, Cigna will contact you by mail before the change takes effect so you can discuss options with your doctor. If a drug you are taking is no longer on the formulary, an alternate medication within the same drug class will be covered by the plan. If your doctor feels there is a reason you should remain on your current drug, they will be able to request an exception from Cigna. We are also introducing a new program which can help lower your out-of-pocket costs to $0 if you are taking certain specialty medications. If you are eligible for this program, Cigna will contact you to enroll.
  • Increased Orthodontia Lifetime Maximum: We’re increasing the lifetime maximum for orthodontia under the dental plan options from $1,500 to $2,000.
  • Time Off Enhancements: In response to feedback from our Pulse survey, we’re adding two more paid time off (PTO) days, as well as an additional company holiday—President’s Day—for all associates to provide greater flexibility to take time off to relax, recharge and spend time with family and friends.
  • No Increase in Health Plan Contributions: We understand that rising inflation is impacting many of us and that it has been a concern for our associates. In response to that concern and despite the rising cost of health care, health plan contribution rates will not increase for 2023.
